1. Get the waypoint to Aurora - Temple
2. Follow the maps below to find Barnacle Billow NPC.
3. Greet the NPC with this dialog and the requirements on your inventory to receive your outfit.
Player: hi Barnacle Billow: Greetings, Player. Player: addon Barnacle Billow: The Deepling Addon, eh? Aye, it's not for the faint of heart... Barnacle Billow: Legends tell of three terrible lords beneath the sea: Jaul, Obujos, and Tanjis. Barnacle Billow: Each guards a sacred relic: Jaul's Pearl, Obujos' Shell, and Tanjis' Sight. Barnacle Billow: Only those brave enough to claim all three may wear the pride of the deep.
